The WRPHTC offers use of its training needs assessment survey to pubilc health departments to guide workforce development planning. The PHCCSTPS can be used as accreditation documentation for Domain 8: Measure 8.2.1A (Workforce Development Plan). The survey yields ample data to identify competency strengths and gaps within the pubic health core competency domains, workforce training needs and opportunities. For health departments interested in working with the WRPHTC to assess their workforce trainings needs, please refer to the below for more details. 


  • Administration of an online assessment survey that can be modified for your public health department
  • Feedback on survey implementation from start to finish
  • A report that provides summary and detailed survey findings that can be used to develop or improve workforce development plans needed for accreditation 


  • A person at your department who will liaison with WRPHTC
  • Edits that you may wish to make to the survey
  • Timeline for implementation
  • Communication to health department staff to launch the survey via email and/or flyer


  • Beyond the standard three workforce tiers identified by the Council on Linkages (entry-level health professionals, mid-level managers, and senior/executive managers), the PHCCSTPS also surveys the tier consisting of public health workers who function as support staff
  • Questions are tailored to each of the four tiers surveyed
  • Tiers are analyzed separately


The WRPHTC implements the PHCCSTPS a limited number of times per year among health departments in HRSA Region 9 (Arizona, Nevada, California, Hawaii, and USAPI) at no cost. If you are interested in fielding this survey among your workforce, please contact the WRPHTC at least 6 months in advance to initiate the process and to fit your health department into their annual work plan.


Thus far, more than 4,000 public health employees at 17 public health departments in multiple states have completed the Public Health Core Competency Self-assessment and Training Preferences Survey.
